Every Licensed CA publishes a Certificate Revocation List under Section 38 of the IT Act 2000 and most also offer Online Certificate Status Protocol responders. Before a TIA decrypts a bid encrypted with its own Encryption DSC, signing software validates the bidder's Signing DSC against the CA's CRL or OCSP. A revoked certificate is rejected at the platform layer — bidders must keep their DSCs unrevoked through the bid validity period.
Section 35 of the IT Act 2000 governs the certifying authority's procedure for issuing a Digital Signature Certificate. The CA must verify the applicant's identity, ensure the public key corresponds to the private key held by the subscriber, and certify the accuracy of information in the certificate. Sections 36 to 39 cover representations on issuance, suspension and revocation. These five sections form the statutory backbone of every DSC — Signing or Encryption — issued in India.
