RBI Foreclosure Penalty Circular dated 5-May-2014 (and reaffirmed in subsequent Master Directions) prohibits any prepayment / foreclosure penalty on floating-rate term loans sanctioned to individual borrowers and to Micro & Small Enterprises — irrespective of source of funds. For fixed-rate retail and MSE loans, banks may charge a prepayment penalty (typically 1% to 2% of outstanding) but only as expressly disclosed in the sanction letter.
