The Tender Inviting Authority publishes its Encryption DSC public key with the tender. Every bidder encrypts the bid documents with that public key before upload, ensuring no one — not even portal administrators — can read the bid until the official tender opening time when the TIA decrypts using its private key. Encrypted documents decrypted using a CCA-issued Encryption DSC and accompanied by a Section 65B certificate are admissible in court.
