The Signing DSC carries the digitalSignature and nonRepudiation key-usage bits and is governed by Section 3 of the Information Technology Act 2000 — the private key signs a hash of the document, the public key verifies. The Encryption DSC carries the keyEncipherment and dataEncipherment bits — the sender encrypts a symmetric session key with the recipient's public key, the recipient decrypts with their private key. The two purposes are mutually exclusive at the certificate level under the CCA Identity Verification Guidelines 2021.
