The CCA is established under Section 17 of the IT Act 2000 to license, regulate and supervise Certifying Authorities issuing DSCs in India. The CCA operates the Root Certifying Authority of India (RCAI) which signs the certificates of every Licensed CA — eMudhra, Capricorn, Sify, NSDL Protean, IDsign, VSign, Pantasign, ProDigiSign and others. If the bidder's Encryption DSC expires during the bid validity period, the bidder cannot decrypt any encrypted communications back from the TIA (clarifications, evaluation queries) and risks bid rejection. The remedy is to renew or reissue the Encryption DSC with the same Subject Distinguished Name and re-register on the portal. We track validity 60 days in advance and renew before expiry.
