Under the CCA IVG 2021 the documents are PAN of the applicant, Aadhaar of the applicant, recent passport-size photograph, mobile number for OTP and email for verification. For organisation-class Encryption DSC additionally — GSTIN or PAN of the organisation, board resolution or authorisation letter, and identity proof of the authorised signatory. Aadhaar e-KYC replaces the earlier in-person verification.
Under the CCA Identity Verification Guidelines 2021 the issuance flow is — applicant submits PAN and Aadhaar through the CA's portal, completes Aadhaar OTP e-KYC under Section 11 of the Aadhaar Act 2016, records a live video verification, and the CA generates the certificate after RA verification. The key-pair is generated inside the FIPS 140-2 Level 2 USB token (Schedule II IT Act requirement) — the private key never leaves the token.
If the bidder's Encryption DSC expires during the bid validity period, the bidder cannot decrypt any encrypted communications back from the TIA (clarifications, evaluation queries) and risks bid rejection. The remedy is to renew or reissue the Encryption DSC with the same Subject Distinguished Name and re-register on the portal. We track validity 60 days in advance and renew before expiry.
