The Tamil Nadu State e-Tendering portal at etenders.tn.gov.in uses the GePNIC architecture. Bidders register with both Signing DSC and Encryption DSC bound to the same PAN/organisation. The portal embeds the TIA's Encryption DSC public key in the bid-document upload flow. Every bid file is symmetrically encrypted with a session key, which is then encrypted with the TIA's public key — only the TIA's private key at bid opening can decrypt.
Every Licensed CA publishes a Certificate Revocation List under Section 38 of the IT Act 2000 and most also offer Online Certificate Status Protocol responders. Before a TIA decrypts a bid encrypted with its own Encryption DSC, signing software validates the bidder's Signing DSC against the CA's CRL or OCSP. A revoked certificate is rejected at the platform layer — bidders must keep their DSCs unrevoked through the bid validity period.
At the scheduled tender opening time the authorised tender-opening officers, holding the TIA's Encryption DSC private key on a FIPS token, log in to the procurement platform. The platform retrieves each encrypted bid envelope, the officers insert the token and supply the PIN, and the platform decrypts the symmetric session key and then the bid documents. All openings are logged with timestamp, officer identity and Section 65B audit trail.
