A dual-purpose USB token contains two separate certificates — one Signing DSC and one Encryption DSC — both linked to the same individual or organisation. For e-Tender CPP Portal upload, the bidder signs the bid letter and declarations using the Signing DSC and encrypts the bid documents using the TIA's published Encryption DSC public key. A Signing DSC and an Encryption DSC are two structurally different X.509 key-pairs issued under different Key Usage extensions of RFC 5280. The Signing DSC carries the digitalSignature and nonRepudiation key-usage bits and is governed by Section 3 of the Information Technology Act 2000 — the private key signs a hash of the document, the public key verifies. The Encryption DSC carries the keyEncipherment and dataEncipherment bits — the sender encrypts a symmetric session key with the recipient's public key, the recipient decrypts with their private key. The two purposes are mutually exclusive at the certificate level under the CCA Identity Verification Guidelines 2021.
Under the CCA Identity Verification Guidelines 2021 the issuance flow is — applicant submits PAN and Aadhaar through the CA's portal, completes Aadhaar OTP e-KYC under Section 11 of the Aadhaar Act 2016, records a live video verification, and the CA generates the certificate after RA verification. The key-pair is generated inside the FIPS 140-2 Level 2 USB token (Schedule II IT Act requirement) — the private key never leaves the token.
