No. GST authorised signatory authentication on gst.gov.in and Income-Tax e-filing on incometax.gov.in only require a Signing DSC under Section 3 read with Schedule II of the IT Act 2000. The portals verify the digital signature on Form 26 of the IT Rules and on GST returns; there is no encryption envelope around the submission because TLS 1.2 transport encryption already secures the channel. An Encryption DSC is unnecessary for these filings.
If the bidder's Encryption DSC expires during the bid validity period, the bidder cannot decrypt any encrypted communications back from the TIA (clarifications, evaluation queries) and risks bid rejection. The remedy is to renew or reissue the Encryption DSC with the same Subject Distinguished Name and re-register on the portal. We track validity 60 days in advance and renew before expiry.
