Effective 1 January 2021 the CCA discontinued issuance of Class 2 DSCs through Office Memorandum dated 8 December 2020. From that date onwards every Encryption DSC issued in India is Class 3, which mandates in-person or paperless Aadhaar e-KYC video verification under the CCA Identity Verification Guidelines 2021. There is no Class 2 Encryption DSC available for new issuance.
If the bidder's Encryption DSC expires during the bid validity period, the bidder cannot decrypt any encrypted communications back from the TIA (clarifications, evaluation queries) and risks bid rejection. The remedy is to renew or reissue the Encryption DSC with the same Subject Distinguished Name and re-register on the portal. We track validity 60 days in advance and renew before expiry.
An encryption-only DSC carries only the keyEncipherment and dataEncipherment Key Usage bits and is used to receive encrypted documents — typical for a TIA. A combo DSC is a dual-purpose token holding two separate certificates (one Signing, one Encryption) for bidders who must both sign declarations and encrypt bid documents on the same tender platform. Combo is the practical default for active e-tender bidders.
Section 4 of the IT Act 2000 grants legal recognition of electronic records — they have the same legal effect as paper records. Section 5 grants legal recognition of electronic signatures — a digital signature affixed in the manner prescribed by the Central Government under Section 3 satisfies any law requiring a signature. Together they make digitally signed and encrypted documents legally enforceable contracts.
