Quick Answer

Can the eSign Aadhaar-OTP service be used to encrypt documents in DLF IT Park Manapakkam, Chennai?

No. eSign under Section 3A is a single-use signing-only certificate generated and revoked within 30 minutes by an eSign Service Provider such as eMudhra, NSDL or CDAC. It carries only the digitalSignature and nonRepudiation key-usage bits and has no keyEncipherment extension. Encryption requires a long-validity Class 3 Encryption DSC issued under the CCA IVG 2021 with the key-pair generated and stored on a FIPS 140-2 USB token.

People Also Ask — Encryption DSC in DLF IT Park Manapakkam
What is an Encryption DSC and how is it different from a Signing DSC?
An Encryption DSC is a Class 3 Digital Signature Certificate carrying keyEncipherment and dataEncipherment Key Usage extensions used to receive encrypted documents. A Signing DSC carries digitalSignature and nonRepudiation extensions used to sign documents under Section 3 of the IT Act 2000. The two have entirely different cryptographic purposes — confidentiality versus authentication and non-repudiation — and Indian CAs issue them as separate certificates under CCA IVG 2021.
Why do e-Tender platforms require an Encryption DSC?
e-Tender platforms operate on sealed-bid public-key cryptography. Bidders encrypt bid documents with the Tender Inviting Authority's Encryption DSC public key so that no one — not even portal administrators — can read bids before official tender opening. Without an Encryption DSC the technical sealed-bid integrity required under GFR 2017 cannot be achieved, and the bid upload is rejected by CPP Portal, GePNIC and etenders.tn.gov.in.
Is an Encryption DSC required for GST or Income-Tax filings?
No. GST returns on gst.gov.in and Income-Tax e-filing on incometax.gov.in only require a Signing DSC. The portals verify the digital signature on returns under Rule 26 CGST Rules and Form 26 IT Rules using TLS transport encryption — no separate document-level encryption envelope is applied. An Encryption DSC adds no value for GST or Income-Tax.
How long is a Class 3 Encryption DSC valid?
Class 3 Encryption DSCs are issued with 1-year, 2-year or 3-year validity. Two years is the market standard. Beyond 3 years renewal is mandatory under the CCA-licensed CA's Certification Practice Statement. DLF IT Park Manapakkam clients are reminded 60 days before expiry to avoid mid-tender bid-decryption failure.
Can the same DSC be used for both signing and encryption?
No. Under RFC 5280 and CCA IVG 2021 these are issued as separate certificates with disjoint Key Usage extensions. Mixing the two functions on a single key-pair conflicts with non-repudiation and is not permitted by Indian Licensed CAs. Bidders use a dual-purpose token holding two distinct certificates — one Signing, one Encryption — bound to the same identity.
What happens to encrypted documents if the Encryption DSC USB token is lost?
Without key escrow, the encrypted documents become permanently inaccessible — which is acceptable for tendering where bid documents are time-bound. With key escrow at the CA, archived encrypted content can be recovered. Either way, immediate revocation is requested under Section 38 of the IT Act 2000 and a fresh Encryption DSC is issued for ongoing use.
What is an Encryption DSC under IT Act 2000?

An Encryption DSC is a Class 3 digital signature certificate issued under Section 35 of the IT Act 2000 specifically for confidentiality functions — primarily sealed-bid encryption on government tender portals. It is distinct from a Signing DSC which provides authentication and non-repudiation.

How much does an Encryption DSC cost in Chennai?

₹2000 one-time issuance fee for a standard Class 3 Encryption DSC on a FIPS 140-2 Level 2 USB cryptographic token with two-year validity. Combo Sign+Encrypt tokens are priced separately. CCA IVG 2021 paperless Aadhaar e-KYC compresses issuance to same-day.

What is the difference between Signing DSC and Encryption DSC?

Signing DSC enables authentication and non-repudiation under Section 3 IT Act — used for signing forms, contracts and declarations. Encryption DSC enables confidentiality under Section 35-39 — used for sealing bid documents so only the Tender Inviting Authority can decrypt. The two serve different cryptographic functions.

Do I need both Signing and Encryption DSC for government tenders?

Yes. Government sealed-bid tendering on CPP Portal, GeM, GePNIC and etenders.tn.gov.in requires both — Signing DSC under Section 3 for bid declarations and Encryption DSC under Section 35-39 for bid-document encryption. A Combo token holding both certificates of the same signatory is the standard solution.

Which CPP Portal tenders require Encryption DSC?

All Central Public Procurement Portal sealed-bid tenders require Encryption DSC for bid-document encryption to the Tender Inviting Authority's public key. Single-stage and two-stage tenders alike use the auto-fetch encryption mechanism. The bidder profile must have a Class 3 Encryption DSC enrolled under Section 35 IT Act 2000.

What is Section 38 suspension of Encryption DSC?

Section 38 of the IT Act 2000 empowers the Certifying Authority to suspend a Digital Signature Certificate where the subscriber requests, where a third-party application is admitted, or where suspension is in the public interest. Suspension is reviewable under Section 38(2) on production of corroborative material.

What is Encryption DSC and when is it required

Service overview

Encryption DSC issuance for Chennai () businesses is handled end-to-end by FilingPro under Sections 35 to 39 of the Information Technology Act 2000 and the CCA Identity Verification Guidelines 2021. The Class 3 Encryption certificate carries keyEncipherment and dataEncipherment Key Usage extensions used to receive encrypted bid documents on CPP Portal, GePNIC and etenders.tn.gov.in. Why encryption dsc matters for your business

Section 65B Admissibility in Court

Encrypted and signed bid documents handled with FilingPro-issued DSCs come with Section 65B(4) certificate-ready audit trail — admissible as evidence in tender disputes per the Supreme Court authority.

Sealed-Bid Tender Participation Enabled

With the Encryption DSC registered on CPP Portal and GePNIC, Chennai bidders can participate in any Government, PSU or defence sealed-bid tender under GFR 2017 procurement rules.

Confidentiality of Bid Documents Guaranteed

Bid documents are encrypted with the Tender Inviting Authority's Encryption DSC public key. No one — not the portal, not competitors — can read the bid until official opening. Chennai bidders' commercial terms remain confidential until the legally prescribed moment.

How the engagement runs end to end

Video Verification Recording

A live video verification call records the applicant reading out a CA-supplied verification phrase and showing the original PAN. The recording is retained as IVG 2021 audit evidence.

RA Verification & Certificate Generation

The CA's Registration Authority verifies the e-KYC and video evidence. The Class 3 Encryption certificate is generated by the CA and the key-pair is created inside the FIPS 140-2 USB token — Schedule II IT Act sole-control requirement satisfied.

Eligibility Assessment & Plan Selection

Tender platforms in scope, certificate validity (1/2/3-year), encryption-only or combo with Signing DSC, FIPS token level (L2 or L3) and number of applicants are scoped for the Chennai client. PAN, Aadhaar and organisation documents collected on WhatsApp.

What FilingPro brings to the engagement

Same-Day Class 3 Issuance

Encryption DSC for Chennai applicants is issued the same day after paperless Aadhaar OTP e-KYC and video verification under CCA IVG 2021. The FIPS 140-2 USB token is dispatched within 24 hours.

FIPS 140-2 Token Supplied

Every Encryption DSC ships on a FIPS 140-2 Level 2 USB cryptographic token — Watchdata ProxKey, ePass2003 or IDsign — with the key-pair generated inside the token under Schedule II IT Act 2000 sole-control requirements.

Glossary

Plain-English glossary for this service

Secure Boot

A UEFI firmware feature ensuring that during boot only digitally signed bootloaders and operating system kernels execute, blocking rootkits and bootkit malware from compromising the system before security software loads. Critical for laptops used for DSC operations because compromise at boot level can intercept PIN entry and signing operations. Combined with TPM-backed disk encryption it creates a trusted execution environment.

Certificate Chain

The sequence of certificates from the end entity certificate up through one or more intermediate CA certificates to a trusted root CA. For a DSC issued by a CCA-licensed CA in India, the chain runs from the user's certificate, through the issuing CA's certificate, to the CCA Root. Portals validate this chain at every transaction; a break or missing intermediate causes signature verification failure.

Encryption DSC

A digital certificate specifically issued with KeyUsage attribute set to keyEncipherment and dataEncipherment, used for encrypting data such that only the holder of the corresponding private key can decrypt. Distinct from a signing DSC which has KeyUsage digitalSignature and is used for non-repudiation. Under CCA India guidelines and IT Act Section 35, organisations engaging in e-procurement on CPP Portal, GeM, or any portal requiring bid encryption must hold a separate encryption DSC per authorised signatory.

Signing DSC

A digital certificate with KeyUsage attribute digitalSignature used for signing electronic documents to establish authenticity, integrity, and non-repudiation. Class 3 signing DSC issued by a CCA-licensed Certifying Authority after in-person verification is the standard accepted by MCA, GSTN, ICEGATE, Income Tax e-Filing, and all e-tendering portals. Cannot be used for encryption operations cryptographically because the underlying RSA key is provisioned for signing operations only.

Dual DSC Token

A single USB cryptographic token loaded with two certificates: one signing-only certificate and one encryption-only certificate for the same signatory. Issued by a licensed CA after one in-person verification covering both certificates. Cost-efficient and reduces logistical overhead of carrying two separate tokens. Mandatory for participating in e-tenders on CPP Portal and GeM where both signing and bid encryption are required at the same submission step.

Organisational Encryption DSC

An encryption certificate issued in the name of an entity rather than an individual, carrying the entity PAN as the Subject primary identifier and the authorised signatory's CommonName as a secondary attribute. Required for GeM seller profile encryption mapping, CPP Portal bidder encryption, and certain RBI Online filings where the encryption is at entity level rather than individual signatory level. Subject field mapping accuracy is critical.

Decryption Private Key Escrow

A process where a copy of the encryption private key is held in escrow with a trusted party (typically a CA or internal security custodian) to enable recovery of encrypted data in case the original key holder loses access. Controversial under CCA guidelines which generally prohibit escrow for signing keys to preserve non-repudiation, but permit it for encryption keys to address business continuity. Implementation requires careful access controls.

Public Key in Tender

The bidder's encryption-certificate public key that the e-tendering portal uses to encrypt bid data such that only the bidder's encryption-DSC private key can decrypt at bid opening. The public key is extracted from the encryption certificate uploaded by the bidder during portal registration. Mismatch between the uploaded certificate and the active token at bid opening time causes decryption failure and bid rejection.

Sealed Envelope Encryption

The cryptographic equivalent of a sealed tender envelope where the bid document is wrapped with the tender authority's public key at submission and remains undecryptable until the official bid opening event when the tender authority unwraps it using its private key. CPP Portal and GeM implement this through AES symmetric encryption of the bid content with the symmetric key itself wrapped using the recipient's RSA public key.

CPP Portal e-Tendering

Central Public Procurement Portal operated under Department of Expenditure for e-tendering by central government departments, public sector undertakings, and autonomous bodies. Uses bid encryption requiring bidder's organisational encryption DSC, signing DSC for digital signature on bid documents, and time-locked encryption ensuring bids cannot be opened before the scheduled opening time even by portal administrators.

GeM Bid Encryption

Government e-Marketplace's bid encryption mechanism for bids above prescribed threshold values. Uses the seller's organisational encryption certificate registered on GeM seller profile to wrap the financial bid component. Pre-defined bid window opens and closes at portal-controlled timestamps with bid opening only possible at the scheduled time by authorised buyer-side openers using the buyer's decryption keys.

ASBA Payment Encryption

Application Supported by Blocked Amount encryption framework used by Self Certified Syndicate Banks in IPO and FPO applications. Investor's bid details and PAN are encrypted using the registrar's public key to ensure confidentiality of subscription patterns until allotment. Built on the same X.509 PKI infrastructure as DSC, applies to retail and HNI investors equally, governed by SEBI ICDR Regulations.

Industry-specific patterns in DLF IT Park Manapakkam

How the local trade mix shapes this — Across DLF IT Park Manapakkam, the business activity radiating outward from DLF IT Park Tower and nearby commercial pockets.

Exporters & Trade
Common issue: Exporters using government procurement and trade-remedy portals that seal submissions cannot participate with a signature-only DSC, and a mismatch between the certificate holder and the authorised signatory causes rejection.
How we handle it: Issue a combo Class 3 DSC in the name of the authorised signatory named on the IEC, and register it on ICEGATE and the relevant tender modules so both authentication and decryption succeed.
Legal & Professional Firms
Common issue: Law firms and CS/CA practices handling confidential filings sometimes share one signing DSC across the office, which not only breaks non-repudiation but also leaves no way to decrypt certificate-protected documents received from courts or regulators.
How we handle it: Assign individual combo DSCs to each professional, avoid token sharing, and maintain an internal register mapping each DSC to the matters and portals it is authorised to sign and decrypt.
Financial Services & NBFCs
Common issue: NBFCs and finance intermediaries transmitting regulatory returns and encrypted borrower data on secured portals rely on a signature certificate and cannot open encrypted supervisory responses, delaying compliance.
How we handle it: Deploy combo Class 3 DSCs for compliance officers, schedule renewals ahead of expiry, and retain access to superseded encryption keys so historical encrypted correspondence stays readable.
Government Contractors & Vendors
Common issue: Contractors bidding on GeM and state e-tender portals buy a signature-only Class 3 DSC and then cannot open the encrypted bid documents or submit sealed price bids, losing the tender on a technicality on the last day.
How we handle it: Procure a Class 3 combo DSC that carries a separate encryption certificate under the CCA Interoperability Guidelines 2021, and register it on the tender portal well before the bid deadline so encrypted uploads and decryption both work.
Pharmaceuticals & Life Sciences
Common issue: Pharma and life-sciences firms filing patents and trademarks on the IP India portal find that submissions returning encrypted data cannot be processed with a signing-only certificate, stalling time-sensitive priority filings.
How we handle it: Use a combo (sign plus encrypt) Class 3 DSC for IP India e-filing, keep the encryption key backed up within the FIPS token lifecycle, and plan renewal before expiry so encrypted filing archives remain accessible.

M&A continuityConglomerate

Encryption DSC reissuance during M&A — schedule II continuity

Issue: A Chennai conglomerate underwent an NCLT-approved merger where the transferor company held active Encryption DSCs on 11 government portals. Post-merger appointed date, the question arose whether the transferee could continue using the transferor's Encryption DSCs for in-flight bids or whether fresh issuance under the transferee's PAN was mandatory under Section 35-39 IT Act 2000.
Approach: We analysed the IT Act sole-control requirement, the NCLT merger scheme's tax-and-procedural-continuity clauses, and CCA IVG 2021 corporate-applicant treatment. Concluded that fresh issuance under transferee PAN was the safer route. Obtained 11 replacement Encryption DSCs in a coordinated bulk operation, registered on all relevant portals, transitioned in-flight bids with TIA notification of the merger and Section 65B(4) certificate of certificate-chain continuity.
Outcome: All 11 Encryption DSCs reissued in 3 weeks at ₹2000 each (₹22,000 total); in-flight bids preserved through merger scheme procedural continuity; transferee company's bid posture seamlessly migrated; M&A-DSC playbook documented as FilingPro service offering.
dual-dsc-mixupinfra-contracting

Encryption DSC mixed with signing DSC caused tender bid decryption failure on 2 of 7 CPPP bids

Issue: Construction contractor was submitting 7 bids on CPP Portal in Q3 FY 2024-25. Old vendor had issued a single Class 3 signing DSC and the team assumed it could be used for both digital signing and bid encryption. CPP Portal encryption uses the bidder's encryption-certificate public key to wrap the bid; decryption at bid opening requires the corresponding encryption-DSC private key. On 2 of 7 bids the wrong key pair was used. At opening on 14-November-2024 the system threw Decryption Failed. Both bids worth Rs 3.8 crore and Rs 1.2 crore got rejected.
Approach: CCA India guidelines under IT Act Section 35 mandate separate signing DSC and encryption DSC per signatory. Procured fresh dual-DSC token from a licensed CA with one signing-only certificate KeyUsage digitalSignature and one encryption-only certificate KeyUsage keyEncipherment dataEncipherment. Mapped each signatory's encryption-DSC public key into the CPP Portal bidder profile before next bid. Maintained an internal Key Inventory Sheet capturing serial number, validity, USB token serial, and signatory mapping for every certificate. Built a pre-submission checklist that the bid manager ticks off including 'Encryption certificate active on portal' and 'Signing DSC validity check'.
Outcome: Subsequent 11 bids submitted across CPP Portal and GeM with zero decryption failures. Bid acceptance rate restored. Loss of Rs 18 lakh earnest money deposit on the 2 failed bids written off as compliance lesson. Now every infra client onboarding starts with dual-DSC issuance regardless of whether they immediately need encryption capability.
org-dsc-pan-mismatchit-hardware-supply

Organisational encryption DSC mapped to wrong PAN blocked GeM bid opening on Rs 2.4 crore order

Issue: IT hardware supplier was bidding on a Rs 2.4 crore GeM order in October 2025. The organisational encryption DSC was issued in the company's name but the certificate subject field captured the authorised signatory's PAN instead of the company PAN. GeM portal cross-verifies the encryption certificate's subject against the GeM seller registration PAN before accepting bid encryption. The mismatch was flagged at bid submission stage on the 28th day of a 30-day bid window. 2 days to deadline.
Approach: CCA Identity Verification Guidelines require organisational DSC to carry the entity PAN as the primary identifier with the signatory name as the CommonName. The original DSC was procured incorrectly. Engaged the licensed CA for emergency re-issuance with correct subject mapping. Revocation of old certificate filed immediately with CRL update on the CA's repository. Fresh encryption DSC issued in 36 hours with expedited processing fee of Rs 4500 over base cost. Re-mapped the new encryption certificate on GeM seller profile, waited 4 hours for portal cache refresh, re-encrypted and uploaded the bid on day 29.
Outcome: Bid submitted with valid encryption on the new certificate. Order awarded subsequently. Lesson built into the firm's DSC procurement SOP: always verify Subject CN, Subject O, Subject serialNumber and certificate KeyUsage attributes by opening the issued certificate in Windows Certificate Manager before token handover to client.
lost-token-revocation-delaypharma-distribution

Lost DSC token not revoked for 4 days exposed client to unauthorised bid encryption risk

Issue: Pharma distribution company's authorised signatory lost the dual-DSC USB token at Chennai Airport on 8-December-2025. The token contained both signing and encryption private keys protected by a 6-character PIN. Standard CA terms require immediate revocation request within 24 hours of loss. Client reported the loss to my office only on the 4th day. During the 4-day window the token could theoretically have been used to encrypt and sign fraudulent bids on CPP Portal or to decrypt confidential procurement responses already received.
Approach: Filed revocation request immediately with the issuing CA citing token loss as the reason under Section 38 of IT Act. CA published the certificate serial numbers on the Certificate Revocation List within 6 hours. CRL is checked by CPP Portal, GeM, ICEGATE, MCA and GSTN at each transaction so revocation is effective the moment CRL refreshes. Filed police FIR at Chennai Airport Police Station documenting the loss as a precaution against future repudiation disputes. Procured fresh dual-DSC token from the same CA after fresh in-person verification, paid Rs 2000 token fee plus Rs 2500 certificate fee for the 2-year validity pair. Audited the 4-day exposure window by pulling activity logs from CPP Portal and GeM for the client's seller profile to confirm no unauthorised submissions had occurred.
Outcome: No unauthorised use detected during exposure window. New token operational within 5 days of loss. Built a Lost Token SOP: any signatory must report token loss to my office WhatsApp within 4 hours, FIR filing within 24 hours, revocation request to CA in parallel, fresh procurement initiated within 48 hours. Reduced exposure window from 4 days to under 6 hours on any future incident.

Common Questions

Encryption DSC FAQ — DLF IT Park Manapakkam

Common questions from DLF IT Park Manapakkam clients. Call 9566-068-468 for specific queries.

No. eSign under Section 3A is a single-use signing-only certificate generated and revoked within 30 minutes by an eSign Service Provider such as eMudhra, NSDL or CDAC.
Section 35 of the IT Act 2000 governs the certifying authority's procedure for issuing a Digital Signature Certificate. The CA must verify the applicant's identity, ensure the public key corresponds to the private key held by the subscriber, and certify the accuracy of information in the certificate. Sections 36 to 39 cover representations on issuance, suspension and revocation. These five sections form the statutory backbone of every DSC — Signing or Encryption — issued in India.
Our main office is at Plot No. 6, Alapakkam Main Road (opposite KVB Bank), Maduravoyal – 600095, with a branch at No. 22 Reddy Street, Nerkundram – 600107. Both are an easy reach from DLF IT Park Manapakkam, and a third office at Nolambur is opening shortly. Most clients, though, never need to visit.
Section 4 of the IT Act 2000 grants legal recognition of electronic records — they have the same legal effect as paper records. Section 5 grants legal recognition of electronic signatures — a digital signature affixed in the manner prescribed by the Central Government under Section 3 satisfies any law requiring a signature. Together they make digitally signed and encrypted documents legally enforceable contracts.
Yes. CPP Portal, GePNIC and etenders.tn.gov.in are intermediaries within the meaning of Section 2(1)(w) of the IT Act 2000 and qualify for safe harbour under Section 79 subject to the IT (Intermediary Guidelines and Digital Media Ethics Code) Rules 2021. They store encrypted bid documents in transit and at rest but do not access the contents — the encryption envelope ensures intermediary neutrality.
Our Encryption DSC fees are fixed and shared in writing before any work starts — no hourly billing and no surprises. Pricing depends on the complexity of your case, not your location, so DLF IT Park Manapakkam clients pay the same transparent rates as everyone else. See the pricing section above or call 9566-068-468 for an exact figure.
Technically possible but cryptographically discouraged and not permitted by the CCA. RFC 5280 and the CCA IVG 2021 require separate certificates with disjoint Key Usage extensions. Mixing signing and encryption on a single key-pair allows a known-plaintext attack on the signing key and conflicts with non-repudiation requirements. Indian CAs issue two distinct certificates on the same token for dual-purpose use.
Encryption DSCs are issued by Licensed CAs with validity of 1 year, 2 years or 3 years. Two-year validity is the market standard. Beyond 3 years renewal is mandatory — the CA cannot issue a longer validity under the Certifying Authorities (Procedures) Rules read with the CPS of the licensed CA. Renewal at expiry is required to continue using the certificate for tendering.
We review Encryption DSC work carefully before submission to avoid errors in the first place. If a genuine issue ever arises on something we filed for a DLF IT Park Manapakkam client, we help set it right — standing behind our work is part of the service.
If the bidder's Encryption DSC expires during the bid validity period, the bidder cannot decrypt any encrypted communications back from the TIA (clarifications, evaluation queries) and risks bid rejection. The remedy is to renew or reissue the Encryption DSC with the same Subject Distinguished Name and re-register on the portal. We track validity 60 days in advance and renew before expiry.
The CCA is established under Section 17 of the IT Act 2000 to license, regulate and supervise Certifying Authorities issuing DSCs in India. The CCA operates the Root Certifying Authority of India (RCAI) which signs the certificates of every Licensed CA — eMudhra, Capricorn, Sify, NSDL Protean, IDsign, VSign, Pantasign, ProDigiSign and others. The trust chain on every DSC traces to the RCAI root.
Yes. We give DLF IT Park Manapakkam clients clear updates at each stage of Encryption DSC rather than leaving you guessing. A quick message on WhatsApp 9566-068-468 reaches us whenever you want a status check.
Effective 1 January 2021 the CCA discontinued issuance of Class 2 DSCs through Office Memorandum dated 8 December 2020. From that date onwards every Encryption DSC issued in India is Class 3, which mandates in-person or paperless Aadhaar e-KYC video verification under the CCA Identity Verification Guidelines 2021. There is no Class 2 Encryption DSC available for new issuance.
At the scheduled tender opening time the authorised tender-opening officers, holding the TIA's Encryption DSC private key on a FIPS token, log in to the procurement platform. The platform retrieves each encrypted bid envelope, the officers insert the token and supply the PIN, and the platform decrypts the symmetric session key and then the bid documents. All openings are logged with timestamp, officer identity and Section 65B audit trail.
GePNIC — Government e-Procurement of NIC — is the e-tendering platform built by NIC and adopted by State Governments, PSUs and Ministries. It operates on the same sealed-bid encryption model as CPP Portal — bidder encrypts bid documents with TIA's Encryption DSC public key, decryption happens at official tender opening. Defence procurement, RailTel, SECI, Coal India and most State PWDs operate on GePNIC and require an Encryption DSC for participation.
Under the CCA IVG 2021 the documents are PAN of the applicant, Aadhaar of the applicant, recent passport-size photograph, mobile number for OTP and email for verification. For organisation-class Encryption DSC additionally — GSTIN or PAN of the organisation, board resolution or authorisation letter, and identity proof of the authorised signatory. Aadhaar e-KYC replaces the earlier in-person verification.
