A combo DSC is a dual-purpose token holding two separate certificates (one Signing, one Encryption) for bidders who must both sign declarations and encrypt bid documents on the same tender platform. Combo is the practical default for active e-tender bidders.
Section 4 of the IT Act 2000 grants legal recognition of electronic records — they have the same legal effect as paper records. Section 5 grants legal recognition of electronic signatures — a digital signature affixed in the manner prescribed by the Central Government under Section 3 satisfies any law requiring a signature. Together they make digitally signed and encrypted documents legally enforceable contracts.
Every Licensed CA publishes a Certificate Revocation List under Section 38 of the IT Act 2000 and most also offer Online Certificate Status Protocol responders. A revoked certificate is rejected at the platform layer — bidders must keep their DSCs unrevoked through the bid validity period.
