Pursuant to the Office Memorandum of the Controller of Certifying Authorities (CCA) dated 4-Dec-2020 read with the Interoperability Guidelines (IVG) 2021, no Certifying Authority licensed under Section 17 of the IT Act 2000 has issued any Class 2 Certificate after 1-January-2021. Class 3 is the highest assurance level — it requires physical or Aadhaar e-KYC based identity verification of the applicant by the CA / RA before issuance, against the lower paper-KYC standard of erstwhile Class 2. A single Company DSC (Organisation) may be held by the MD / CS / CFO for company-level filings (GST, TRACES, ICEGATE), but for director-attribution acts (DIR-3 KYC, DIR-12 cessation declaration, MGT-9 signing) each director's individual DSC is mandatory.
