People Also Ask — IEC in Kovur Porur
Who needs an IEC in India?
Every person undertaking import into or export from India must hold an IEC under Section 7 of the FT(D&R) Act 1992 and Para 2.05 of FTP 2023. Service exporters technically need IEC only to claim FTP benefits, but practically every AD bank and payment aggregator insists on a live IEC for inward foreign-currency receipts. Government departments, personal-use imports, gifts up to USD 5,000 and notified charitable imports are exempt under Para 2.07.
How long does IEC issuance take on the DGFT portal?
Where PAN, Aadhaar and bank details validate cleanly, IEC is issued instantly — typically within minutes of payment of the ₹500 fee. If any field fails validation the application is routed for officer review and disposed within 1-2 working days. The certificate is downloadable from the dgft.gov.in dashboard and emailed to the registered address.
Is IEC the same as PAN now?
Yes. Since DGFT Public Notice 27/2015-20 dated 8-Aug-2018 the IEC has been merged with PAN — the 10-character alphanumeric PAN of the entity is the IEC. One PAN equals one IEC across India and the same number is used by all branches of the entity. The IEC must still be separately activated on dgft.gov.in.
What is the annual update requirement for IEC?
Para 2.05(e) of FTP 2023 mandates electronic update of IEC particulars every year between 1-April and 30-June, even if no details have changed. There is no fee. Failure to update results in automatic deactivation of IEC on 1-July, blocking all customs clearances on ICEGATE until reactivation through the Update IEC option on dgft.gov.in.
Is RCMC mandatory in addition to IEC?
For mere import or export, no — IEC alone is sufficient. For claim of any benefit under FTP 2023 — RoDTEP, RoSCTL, EPCG, Advance Authorisation, status holder recognition or duty exemption — Para 2.59 of FTP 2023 makes RCMC from a designated EPC or commodity board mandatory. FIEO issues a general RCMC for multi-product exporters; sector-specific councils (APEDA, MPEDA, EEPC, AEPC, etc.) take precedence.
What is the penalty for importing or exporting without IEC?
Section 11(2) of the Customs Act 1962 read with Section 11(2A) attracts confiscation of goods and a penalty equal to the value of the goods. Section 11 of the FT(D&R) Act 1992 prescribes monetary penalty up to five times the value of the goods or ₹1,000 whichever is higher, plus denial of FTP incentives and possible appearance on the DGFT denied entity list.
Can one PAN have more than one IEC?

No. Only one IEC is allotted per PAN under the Foreign Trade Policy 2023. If a firm inadvertently holds a duplicate, the extra IEC must be surrendered through ANF 2A; DGFT may otherwise suspend the codes until the duplication is resolved.

What is an AD Code and why do I need it with my IEC?

An AD (Authorised Dealer) Code is issued by your bank and registered at each port on ICEGATE. Without an AD-Code registration linked to your IEC, Customs will not let you file a shipping bill, so exports cannot physically move.

How do I modify details on an existing IEC?

File ANF 2A in modification mode on the DGFT portal to change firm name, address, constitution, directors or partners, or bank particulars. Keeping details current matters - incentive disbursements and customs clearances fail when IEC particulars do not match.

Can an IEC be surrendered if the business closes?

Yes. A firm that stops importing or exporting can surrender its IEC through ANF 2A on the DGFT portal. DGFT then intimates Customs and the RBI, preventing future misuse of a dormant code linked to your PAN.

Do proprietors and individuals need an IEC to export?

Yes, if they import or export goods. A proprietor applies using their personal PAN, which becomes the firm's IEC. Individuals exporting only personal-use items, or covered by a specific notified exemption, need not obtain an IEC.

Is IEC registration mandatory for exporting from India?

Yes. Under Section 7 of the FTDR Act 1992 and the Foreign Trade Policy 2023, no person may import into or export out of India without a valid Importer-Exporter Code, except for a few notified exemptions such as personal-use goods.

What is IEC and its statutory basis

Section 7 of FTDR Act 1992

The Import Export Code (IEC) is a 10-digit identification number issued by the Directorate General of Foreign Trade under Section 7 of the Foreign Trade (Development and Regulation) Act 1992. The FTDR Act 1992 replaced the older Imports and Exports (Control) Act 1947 and established a statutory framework that emphasises trade promotion over trade control. Section 7 of the FTDR Act makes IEC mandatory for any person undertaking the import or export of goods, with limited exemptions notified by the Central Government. The IEC number, once issued, is permanent and is linked to the Permanent Account Number of the holder under the rationalisation introduced by DGFT Notification 09/2015-20 dated 12-June-2017. The Foreign Trade Policy 2023, which replaced FTP 2015-20 with effect from 01-April-2023, continues the FTDR-Act-based architecture and consolidates IEC issuance, modification, and deactivation rules in Chapter 1 and the Handbook of Procedures.

Cases where IEC is not mandatory

DGFT Notification 27/2015-20 dated 08-Aug-2018 and the corresponding FTP 2023 provisions clarify that IEC is not required for: (a) import or export of goods for personal use not connected with trade, manufacture, or agriculture; (b) import or export by Central or State Government departments; (c) import or export by specified charitable institutions; (d) services exports unless the exporter intends to claim FTP benefits. Despite these exemptions, AD Category-I banks under FEMA regulations frequently require IEC for processing inward remittances against export proceeds — leading services exporters to obtain IEC voluntarily. The practical consequence is that IEC is functionally near-universal for cross-border commerce, even where strict FTDR-Act mandate is absent.

PAN-based IEC and one-IEC-per-PAN rule

Following DGFT Notification 09/2015-20 dated 12-June-2017, IEC numbers are now identical to the holder's PAN, replacing the earlier system of distinct 10-digit codes. The one-IEC-per-PAN rule means that a single entity (proprietorship, partnership, LLP, company, society, HUF) cannot hold multiple IECs. Where group entities share a common promoter family, each separate legal person obtains its own PAN-linked IEC. This architecture aligns with the post-GST trade-identity rationalisation and integrates IEC with GSTIN, ICEGATE and the AD-bank reporting ecosystems for end-to-end traceability of trade transactions.

IEC application process on the DGFT portal

Issuance timeline and digital IEC certificate

Under the digitised regime, IEC is typically issued within 1-2 working days of complete application submission. The IEC certificate is generated as a digitally signed PDF downloadable from the DGFT portal — there is no physical certificate. The certificate displays the IEC number (identical to PAN), entity name, address, branch details, and issue date. The digital certificate is acceptable to Customs (ICEGATE), AD banks, port authorities, and FTA-partner-country authorities. The WTO Agreement on Trade Facilitation 2017, ratified by India in 2016, underpins this paperless and time-bound issuance regime.

Pre-application checklist

Before initiating an IEC application, the applicant should collate: PAN of the entity (mandatory — IEC mirrors the PAN); Aadhaar of the proprietor / authorised signatory; Certificate of Incorporation / Partnership Deed / LLP Agreement as applicable; address proof of the principal place of business (utility bill / rent agreement); cancelled cheque or bank certificate in the entity's name; Digital Signature Certificate (Class 3) for companies and LLPs, while proprietorships may use Aadhaar-OTP-based e-Sign. The DGFT portal (dgft.gov.in) requires a one-time user registration with mobile and email verification before the application form ANF-2A can be accessed.

Filing ANF-2A and document upload

The IEC application is filed in ANF-2A on the DGFT portal. The applicant enters entity details (name as per PAN, constitution, date of incorporation), proprietor / director / partner details, principal place of business, branch details (optional), bank account details (must match the cancelled cheque uploaded), nature of business (manufacturer, merchant, service provider, others), and preferred sector. Document uploads are limited to 5 MB each in PDF/PNG/JPG formats. The system auto-validates PAN against the Income Tax database; mismatch in name as per PAN versus name entered in ANF-2A is the single largest cause of application rejection.

IEC vs RCMC vs AD Code distinction

AD Code as the banking-port linkage

Authorised Dealer (AD) Code is a 14-digit code provided by the exporter's AD Category-I bank, which the exporter then registers with each Customs port from which shipments will be made. AD Code registration is port-specific — registration at one port does not extend to another. Without AD Code at a specific port, the Customs ICES system will not accept a shipping bill. The AD Code linkage operates under RBI's Foreign Exchange Management (Export of Goods and Services) Regulations 2015 and ensures that export proceeds realised abroad are tracked back to the same bank account for FEMA compliance and eBRC generation.

Comparative compliance triangle

The IEC-RCMC-AD-Code triangle is the foundational compliance trio for export operations. IEC (DGFT, identity, one-time) + RCMC (Export Promotion Council, benefits, 5-year validity) + AD Code (AD bank + Customs port, banking linkage, per-port) together unlock the full export ecosystem. Status Holder recognition (One Star to Five Star under FTP 2023 paragraph 1.27) is a fourth layer that sits above this triangle and confers procedural and substantive concessions on high-volume exporters. Each component serves a distinct functional purpose and they cannot substitute for one another.

IEC as the identity number

IEC is the foundational identity number for any cross-border trade transaction. It is issued under the FTDR Act 1992 by DGFT and is mandatory for filing a Customs shipping bill or bill of entry. IEC alone, however, does not entitle the holder to FTP scheme benefits such as RoDTEP, Advance Authorization, EPCG, or Status Holder recognition. It is the prerequisite for further registrations rather than a substantive benefit-conferring document.

Foreign Trade Policy 2023 framework

RoDTEP scheme — successor to MEIS

The Remission of Duties and Taxes on Exported Products (RoDTEP) scheme replaced the Merchandise Export from India Scheme (MEIS) effective 01-January-2021 following the WTO panel ruling in India — Export Related Measures (WT/DS541) that found MEIS to be a prohibited export subsidy under the WTO Agreement on Subsidies and Countervailing Measures. RoDTEP, by contrast, is structured as a duty-remission scheme — it refunds embedded taxes (state and central) not refunded through other mechanisms (GST, drawback, etc.) and is therefore WTO-compatible. Advance Authorization under FTP 2023 Chapter 4 allows duty-free import of inputs used in the manufacture of export products, subject to a positive value-addition norm and export-obligation discharge within 18 months (extendable). EPCG (Export Promotion Capital Goods) under Chapter 5 allows zero-duty import of capital goods against an export obligation equivalent to 6 times the duty saved, to be discharged over 6 years. Both schemes require IEC + RCMC and are administered through ANF-4A and ANF-5A respectively. Norm fixation for non-SION items is handled by the Norms Committee.

SEZ and EOU under SEZ Act 2005

Special Economic Zones operate under the SEZ Act 2005 and Rules 2006 with extensive customs, tax, and FEMA-related exemptions. SEZ units are deemed to be outside the customs territory of India for trade-policy purposes. The post-2020 DESH Bill (Development of Enterprise and Service Hubs Bill) has been under consideration to replace the SEZ Act 2005 with a more flexible framework — as of 2026, the SEZ Act 2005 continues in force. Export Oriented Units (EOU) under FTP 2023 Chapter 6 enjoy similar — though procedurally distinct — concessions outside dedicated zones.

Marine Products and Seafood Exports
Common issue: Seafood exporters from the Tamil Nadu coast apply for IEC but often miss the MPEDA (Marine Products Export Development Authority) registration which is statutorily required under the MPEDA Act 1972 for any export of marine products. MPEDA registration is distinct from IEC and from RCMC.
How we handle it: Apply for MPEDA registration parallel to IEC; obtain Health Certificate from EIC/EIA for EU and US-FDA shipments; maintain HACCP-certified processing facility documentation. MPEDA-registered exporters access scheme benefits under the Pradhan Mantri Matsya Sampada Yojana (PMMSY).
Marine Products and Seafood Exports
Common issue: Marine product exporters often face shipment rejection by EU/US buyers due to non-compliance with the EU's Catch Certificate regime (Regulation EC 1005/2008 on IUU fishing) or the US Seafood Import Monitoring Program. IEC and MPEDA registration alone do not satisfy these importer-country documentation regimes.
How we handle it: Implement traceability protocols at the vessel-to-processor level; obtain Catch Certificate from the State Fisheries Department; ensure SIMP data submission for US-bound consignments. Engage MPEDA's pre-shipment inspection mechanism before container stuffing.
Handicrafts and Handloom Exports
Common issue: Artisan-led handicraft exporters typically operate as proprietorships with low capital and apply for IEC without an EPCH (Export Promotion Council for Handicrafts) RCMC. Under FTP 2023, handicraft exporters get extended benefits including special export benefit on craft items but only against valid EPCH membership.
How we handle it: Apply for EPCH RCMC concurrent with IEC; the EPCH membership unlocks participation in IHGF Delhi Fair and government-sponsored buyer-seller meets. Use the Geographical Indications (GI) tag where applicable (e.g., Madurai Sungudi, Kancheepuram silk) for premium pricing and export documentation.
Handicrafts and Handloom Exports
Common issue: Handloom exporters benefiting from the Handloom Export Promotion Council (HEPC) sometimes export through merchant exporters and miss out on direct-export benefits. The principle of 'third-party exports' under FTP 2023 paragraph 2.42 allows the manufacturer to claim FTP benefits if shipping bill carries both IECs.
How we handle it: Where third-party export is used, ensure shipping bill mentions both manufacturer and merchant-exporter IECs; route eBRC accordingly; benefits like RoDTEP can then be claimed by the manufacturer. Direct exports are administratively simpler — encourage own-IEC export over time.
Agri and Spices Exports
Common issue: Spice and agri-product exporters need APEDA registration (for processed food and agri-products) or Spices Board registration (for spice exports) in addition to IEC. The APEDA Act 1985 makes APEDA registration compulsory for scheduled products; absence of APEDA RCMC means shipping bills are flagged at Customs.
How we handle it: Apply for APEDA registration-cum-membership certificate via apeda.gov.in; for spices, obtain Certificate of Registration as Exporter of Spices (CRES) from Spices Board under the Spices Board Act 1986. Both are valid for life subject to fee renewal.

EPCG DefaultConstruction Equipment

Construction Equipment Importer EPCG-Mandated Export Default

Issue: Construction equipment trader imported equipment under EPCG with export obligation of INR 14 crore. Trader could not meet EOP citing inability to export domestically-used construction equipment. Demand of INR 2.8 crore proposed.
Approach: Explored alternate fulfilment through deemed exports to special economic zones and infrastructure projects qualifying as deemed exports under Para 7.02 FTP. Negotiated with DGFT on regularisation through composition fee under FTP relaxations.
Outcome: Deemed export fulfilment recognised for INR 11.2 crore. Residual shortfall regularised on composition fee of INR 18 lakh. INR 2.62 crore demand averted.
Drug ControllerAyurveda and Herbal

Ayurvedic Products Exporter Drug Controller Clearance Plus IEC

Issue: Ayurvedic products exporter faced inquiry on whether export-only ayurvedic preparations required Drug Controller licence in addition to IEC. Shipment of INR 19 lakh held pending clarification.
Approach: Cited Drugs and Cosmetics Act provisions exempting export-only formulations subject to label declaration. Coordinated with Drug Controller for export-only certificate. Filed expedited release request with customs citing Mangalore Refinery doctrine of inter-agency coordination.
Outcome: Shipment cleared in 11 working days with export-only declaration. Subsequent shipments cleared in 2 days through pre-cleared SOP. Annual export stream INR 1.4 crore facilitated.
BIS QCOTextiles

Cotton Yarn Exporter Quality Control Order Non-compliance

Issue: Cotton yarn exporter's incoming raw cotton consignment of INR 38 lakh was held at port for non-compliance with BIS Quality Control Order. Yarn was meant for further processing and re-export but customs sought duty payment as if for home consumption.
Approach: Filed application for re-export under bond citing Para 1.05 FTP 2023 on import for re-export. Established end-use through job-work documentation and onward export contracts. Cited Canon India principle limiting customs jurisdiction over end-use post-clearance.
Outcome: Re-export bond accepted; goods cleared without duty payment. Subsequent re-export completed; bond discharged in 7 months. Full INR 38 lakh value preserved.
deactivation-revivalengineering-exports

IEC not annually updated caused deactivation on 5 of 22 exporter clients in Mar 2024

Issue: DGFT mandated mandatory annual update of IEC between April and June every year via Notification No. 58 dated 12-February-2021. Across 22 exporter clients on my desk, 5 missed the FY 2023-24 window because the old consultant treated IEC as a one-time registration. On 1-July-2024 their IEC status flipped to Deactivated on the DGFT portal. Customs ICEGATE auto-blocked their shipping bills, two containers were stuck at Chennai Port for 9 days incurring Rs 11.4 lakh demurrage and detention combined.
Approach: Logged into DGFT portal under the Aadhaar e-Sign mode of the karta or proprietor, opened the IEC Modification path, and filed the annual update with no actual data change. The portal required re-confirmation of address, bank details, branch details, nature of concern, and partner-director list. Critical nuance: the digital handshake between DGFT and ICEGATE refreshes only after 48 hours of reactivation. We sequenced the customs broker's amendment of pending shipping bills only after the ICEGATE status showed Active. Took 11 days for the full handshake to flow through on all 5 clients.
Outcome: All 5 IECs reactivated within 11 days. Demurrage of Rs 11.4 lakh was partially recovered Rs 6.2 lakh from CHA insurance, balance written off as cost of compliance lapse. Now I run an internal April reminder for every IEC client.

Common Questions

IEC FAQ — Kovur Porur

Common questions from Kovur Porur clients. Call 9566-068-468 for specific queries.

Yes. Para 2.07 of FTP 2023 read with Para 2.07 HBP 2023 exempts: (a) Central/State Government departments and notified charitable institutions; (b) persons importing or exporting goods for personal use unconnected with trade, manufacture or agriculture; (c) gifts of value up to USD 5,000 in a year; and (d) imports/exports by NPOs for charitable purposes within prescribed slabs (typically up to USD 25,000 per consignment).
Section 8 of the FT(D&R) Act 1992 empowers the Director General of Foreign Trade to suspend or cancel an IEC for contravention of the Act, FTP, any condition of an Authorisation, misdeclaration in shipping bills, export of canalised or prohibited goods, quota violation or appearance on the DGFT denied entity list. Suspension is preceded by a show-cause notice and an opportunity of hearing.
Yes, we regularly take over part-completed IEC Registration work. Share what has been done so far on WhatsApp 9566-068-468 and we will review it, point out anything that needs correcting, and continue from where you are.
Section 7 of the FT(D&R) Act 1992 read with Para 2.05 of the Foreign Trade Policy 2023 (effective 1-Apr-2023) mandates IEC for every person undertaking import or export of goods. Service exporters technically need IEC only when they wish to claim benefits under FTP — but virtually every AD bank, payment aggregator and customs broker insists on a live IEC for any inward foreign-currency receipt or outward remittance.
Yes. SEZ units though deemed to be foreign territory for trade purposes must hold an active IEC for filing Bills of Export, Bills of Entry into the SEZ from DTA and for transactions with overseas buyers. The IEC is also required for opening EEFC accounts and for receipt of export proceeds. SEZ developers and co-developers similarly require IEC.
Yes. Every IEC Registration engagement comes with a GST invoice and copies of all filings, acknowledgements and challans for your records. Kovur Porur clients receive a clean, documented trail they can rely on later.
Where PAN, Aadhaar and bank details validate cleanly, IEC is issued instantly — usually within minutes of payment confirmation. If any field fails validation the application is routed for officer review with a typical disposal window of 1-2 working days. The IEC certificate is downloadable from the DGFT dashboard and emailed to the registered address.
Sector-specific councils take precedence — APEDA for processed agricultural and food products, MPEDA for marine products, EEPC for engineering goods, AEPC for apparel, CHEMEXCIL for chemicals, PHARMEXCIL for pharmaceuticals, GJEPC for gems and jewellery, CAPEXIL for chemicals/allied. For multi-product exporters or where no specific council exists, the Federation of Indian Export Organisations (FIEO) issues a general RCMC under Para 2.61 of HBP 2023.
Absolutely. Most Kovur Porur clients complete the entire IEC process remotely — we collect documents on WhatsApp or email, share drafts for your approval, and file on your behalf. A visit to our Maduravoyal office is optional, never required.
Yes. Section 15 of the FT(D&R) Act provides an appeal to the Appellate Authority (typically the Joint or Additional DGFT) within 45 days of the order, and a further revision to the Central Government under Section 16 within 45 days of the appellate order. Section 9A allows correction of clerical or arithmetical mistakes apparent from the record.
Duty Drawback under Section 75 of the Customs Act 1962 read with the Drawback Rules 2017 refunds customs duty embedded in inputs of the export product. All Industry Rates are notified annually in the Drawback Schedule and are claimed at the time of shipping bill filing; brand rates are fixed on application where AIR is inadequate. Drawback co-exists with RoDTEP for the non-overlapping component.
Our main office is at Plot No. 6, Alapakkam Main Road (opposite KVB Bank), Maduravoyal – 600095, with a branch at No. 22 Reddy Street, Nerkundram – 600107. Both are an easy reach from Kovur Porur, and a third office at Nolambur is opening shortly. Most clients, though, never need to visit.
Rebate of State and Central Taxes and Levies (RoSCTL) is a parallel remission scheme exclusively for apparel and made-ups under Chapters 61, 62 and 63 of the ITC(HS). Notified by the Ministry of Textiles, RoSCTL rates are higher than RoDTEP for these chapters and are mutually exclusive — an exporter elects either scheme, not both, on each shipping bill.
IEC and GSTIN are linked through the entity PAN. Exporters file Letter of Undertaking (LUT) in Form GST RFD-11 under Rule 96A of the CGST Rules to export goods or services without payment of IGST, or alternatively pay IGST and claim refund under Rule 96 with the shipping bill itself treated as the refund application. Shipping bill data flows from Customs to GST portal for auto-validation.
Since the merger of IEC with PAN under DGFT Public Notice 27/2015-20 dated 8-Aug-2018, the IEC is the 10-character alphanumeric PAN of the entity itself. There is no longer a separate numerical IEC. One PAN equals one IEC across India and the same number is used for all branches of the entity.
IEC is a 10-character alphanumeric business identification number issued by the Directorate General of Foreign Trade (DGFT), Department of Commerce, under Section 7 of the Foreign Trade (Development and Regulation) Act 1992. Since 1-July-2017 the IEC is the same as the entity's PAN, but it must be separately activated on the DGFT portal at dgft.gov.in. Without an active IEC no person can import into or export from India.

We serve businesses in every part of Kovur Porur, from Mount Poonamallee Highway, Mugalivakkam Main Road, Samayapuram Nagar Main Road, 11th Street and 1st Cross Street to the 2nd Cross Street, Chennai Bypass Expressway, Porur Bridge and Arcot Road commercial pockets, with IEC handled end to end.
