Yes — every itinerant vendor, hawker or push-cart vendor selling food for human consumption requires Basic Registration in Form A under Section 31(2) read with Regulation 2.1.1, irrespective of the small turnover. Renewal application filed within 90 days after expiry attracts a late fee of ₹100 per day of delay under the FSS (Licensing and Registration) Amendment Regulations 2021. After 90 days the licence is treated as expired — no renewal is permitted and a fresh application with full fee is required, with intervening operations exposing the FBO to Section 63 penalty.
