Reading this guide locally — In Karambakkam, on the Valasaravakkam-Porur corridor that passes through Karambakkam; Karambakkam businesses in the retail arm find that businesses face GST classification disputes cash-sales reconciliation and frequent Rule 138E e-way block alerts.

What is FSSAI registration and which tier applies

Statutory framework under the FSS Act 2006

FSSAI registration in India is governed by the Food Safety and Standards Act 2006, which consolidated eight pre-existing food laws including the Prevention of Food Adulteration Act 1954, the Fruit Products Order 1955, the Milk and Milk Products Order 1992, the Vegetable Oil Products (Control) Order 1947 and others. Section 31(1) of the FSS Act mandates that no person shall commence or carry on any food business except under a licence or registration granted under the Act. The Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations 2011 operationalise this requirement and prescribe three tiers — Basic Registration for annual turnover up to twelve lakh, State Licence for turnover from twelve lakh to twenty crore, and Central Licence for turnover above twenty crore or for specified categories regardless of turnover. The 14-digit FSSAI Licence Number scheme codifies the licensing authority, year of issue and unique premises identifier and must be displayed prominently per Regulation 2.2.2(9) of the Packaging and Labelling Regulations 2011.

Capacity-based mandatory Central Licence categories

Schedule 1, Part III of the Licensing Regulations 2011 prescribes capacity-based mandatory Central Licence categories irrespective of turnover. Dairy units handling above fifty thousand litres of liquid milk per day, vegetable-oil processing and vanaspati units above two metric tonnes per day, meat processing units above five hundred kilograms per day or two and a half thousand metric tonnes per annum, packaged drinking water and mineral water plants, nutraceutical and health-supplement manufacturers, infant-nutrition manufacturers, food importers and food exporters all fall under mandatory Central Licence. The capacity benchmark is installed capacity per Regulation 1.2.1(8), not actual throughput, which means that idle or part-utilised capacity equally triggers the Central Licence obligation. Mis-classification at lower tier exposes the FBO to Section 63 penalty of up to five lakh and continuing daily penalty of up to one lakh.

Turnover-based State Licence threshold

Where the FBO does not fall in any of the mandatory Central categories, the choice between Basic Registration, State Licence and Central Licence is driven by aggregate annual turnover computed at PAN-India level. Turnover up to twelve lakh attracts Form A Basic Registration; turnover from twelve lakh to twenty crore attracts Form B State Licence; turnover above twenty crore attracts Form B Central Licence. The aggregate turnover is computed on the financial-year basis ending 31 March. Mid-year crossing of a threshold triggers an obligation to upgrade within thirty days under Regulation 2.1.2(2). Failure to upgrade is treated as operating without correct licence and attracts Section 63 of the FSS Act.

Renewal, modification and surrender

Surrender on discontinuation of business

The FBO that ceases food business operations must file a surrender application on FoSCoS within thirty days of cessation, with declaration that all stock has been either disposed of in compliance with the FSS Disposal Regulations 2011, returned to the supplier, or transferred to another licensed FBO. The Designated Officer accepts surrender after verifying the declaration. The surrendered licence number is permanently retired and cannot be reissued to any other FBO. Stock-on-hand at the time of surrender that does not meet disposal procedure must be sealed and disposed of under Food Safety Officer supervision. Surrender does not extinguish liability for prior contraventions.

Renewal application thirty days before expiry

Regulation 2.1.3(7) requires the FBO to file the renewal application on FoSCoS at least thirty days before expiry of the existing licence. Renewal after expiry but within ninety days attracts a late fee of one hundred rupees per day. Beyond ninety days, the licence is deemed cancelled and a fresh application is required, exposing the FBO to operating-without-licence allegations for the gap period. The renewal application requires updated turnover declaration, updated FSMS plan, updated water-source potability report (within previous six months) and updated KYC of authorised signatory. The Designated Officer reviews the renewal application within sixty days, failing which the licence is deemed renewed.

Modification triggers and disclosure obligations

Regulation 2.1.4 lists modification triggers — change of premises address, change of legal entity, change of management, change of product category, change of installed capacity, change of brand name, addition or deletion of branches. The FBO must apply for modification within fifteen days of the event. Failure to disclose modification is treated as operating beyond the scope of licence and attracts Section 64 penalty. Capacity-increase modifications that cross a tier threshold (basic-to-State or State-to-Central) trigger licence conversion rather than modification, with payment of the differential fee and submission of additional documents required at the higher tier.

HACCP and food safety management systems

Pre-requisite programmes (GHP and GMP)

Before HACCP can be effective, the FBO must implement Pre-Requisite Programmes — Good Hygiene Practices (GHP) and Good Manufacturing Practices (GMP) — codified in Schedule 4 Parts I to V of the Licensing Regulations 2011. GHP covers personnel hygiene, premises sanitation, pest control, waste management and water quality. GMP covers premises design, equipment design, process control, storage and transport. The PRPs must be documented, implemented and verified independently of HACCP. The WHO Five Keys to Safer Food provides a simplified framework — keep clean, separate raw and cooked, cook thoroughly, keep food at safe temperatures, use safe water and raw materials.

Food Safety Auditing Regulations 2018

The FSS (Food Safety Auditing) Regulations 2018 introduced third-party audit as a complement to regulatory inspection by Food Safety Officers. FBOs in high-risk categories — dairy, meat, infant nutrition, nutraceuticals, exporters — may be required to undergo annual audit by an FSSAI-empanelled audit agency. The auditor inspects HACCP implementation, PRP compliance and documentation and submits an audit report on FoSCoS within fifteen days. A satisfactory audit reduces the frequency of regulatory inspections per the risk-based inspection model adopted by FSSAI from 2019. The audit is at the FBO's cost, with empanelled agencies operating on FSSAI-approved fee schedules.

HACCP framework under Codex CXC 1-1969 Rev 5-2020

The Hazard Analysis Critical Control Point system, codified in Codex Alimentarius General Principles of Food Hygiene CXC 1-1969 Revision 5-2020, is the global benchmark for food safety management. The seven HACCP principles are (1) hazard analysis, (2) critical control point identification, (3) critical limit setting, (4) CCP monitoring, (5) corrective action, (6) verification procedure, and (7) documentation and record keeping. Schedule 4 of the FSS Licensing Regulations 2011 mandates HACCP for medium and high-risk food categories. The FSS (Food Safety Auditing) Regulations 2018 additionally require independent audit by an FSSAI-empanelled auditing agency for specified high-risk categories.

Import and export food safety regulation

Imported food labelling and rejection

Imported food must comply with FSS Packaging and Labelling Regulations 2011 in addition to the standards prescribed under the FSS (Food Products Standards) Regulations 2011 for the specific product category. Where the original label is not in English or Hindi or does not contain mandatory declarations, the importer must affix a translated sticker in the customs-bonded warehouse before clearance. Where the consignment fails laboratory testing, options are (a) re-export within thirty days at importer's cost, (b) destruction under FSAI supervision, or (c) appeal under Regulation 13 within fifteen days for re-test at a different Referral Lab. Repeated rejection of importer's consignments triggers risk-based intensified sampling.

Export compliance and importing-country standards

Food exporters must hold a Central Licence (mandatory under Schedule 1 Part III). The Central Licence number is endorsed on the export-oriented invoice and on the EIC/EIA health certificate where required by the importing country. EU-bound exports must additionally comply with EU Regulation 178/2002 General Food Law including Article 18 traceability — one-step-back, one-step-forward — and EU contaminants Regulation 2023/915. US-bound exports require the manufacturing facility to register under FSMA 2011 Section 415 with FDA and to maintain a Foreign Supplier Verification Programme partner in the US. Each importing country has its own positive list and MRL framework which must be cross-referenced before consignment dispatch.

Codex Alimentarius and the international standards-setting role

Codex Alimentarius Commission, jointly administered by FAO and WHO since 1963, sets international food safety and quality standards. Section 16(1)(d) of the FSS Act 2006 obliges FSSAI to harmonise Indian food standards with international standards including Codex. The Joint FAO/WHO Expert Committee on Food Additives (JECFA) provides scientific risk assessment for food additives, contaminants and residues, and FSSAI Scientific Panels rely on JECFA evaluations under Regulation 4 of the FSS (Scientific Panel) Regulations 2009. The WHO Global Strategy for Food Safety 2022-2030 provides the over-arching framework that India implements through FSSAI standard-setting and FoSCoS-based regulatory action.

Food Importers
Common issue: Food importers are mandatorily under Central Licence regardless of turnover and must additionally route every consignment through the FSSAI Import Clearance System (FICS), which integrated with ICEGATE in 2018. Importers frequently attempt to clear consignments using a State Licence held for trade operations, leading to consignment hold at customs. The FSS (Import) Regulations 2017 require sample-based testing at notified Referral Food Laboratories and a No-Objection Certificate before customs release.
How we handle it: Obtain Central Licence (Form B) and link IEC code on FoSCoS. Pre-clear product-category notifications to FSSAI's Imports Division. Engage a Customs House Agent familiar with FICS workflow. Maintain a master file with Codex maximum residue limits and importing-country compliance attestations from the overseas supplier.
Mineral Water and Plant Operators
Common issue: Packaged drinking and mineral water plants are mandatorily Central Licence under Schedule 1, Part III, and also fall under BIS mandatory certification scheme. Many small plants commence operations on State Licence with BIS application pending and use the gap to ship to market, which has led to seizure of stock and criminal prosecution under Section 59 of the FSS Act for misleading consumers.
How we handle it: Sequence the approvals: (1) factory layout approval, (2) BIS application under IS 14543 / IS 13428, (3) FSSAI Central Licence application disclosing BIS application number, (4) market entry only after both licences are operative. Maintain raw-water source NABL test report, ozonation logs, UV-treatment logs and bottling-line sanitisation records per Schedule 4 Part II.
Edible Oil and Vanaspati
Common issue: Edible-oil refiners, vanaspati manufacturers and solvent-extraction units handling more than two metric tonnes per day are mandatorily Central Licence under Schedule 1, Part III, Sl. No. 4. The unit must additionally comply with the Vegetable Oil Products (Regulation) Order 2011 and the FSS (Prohibition and Restriction on Sales) Regulations 2011, which fix trans-fat limits at three percent by mass from January 2022 and at two percent from January 2023.
How we handle it: File Form B with Central Licensing Authority with refinery layout, deodoriser-temperature logs and trans-fat compliance attestation. Engage an FSSAI-notified Referral Food Laboratory for trans-fat quantification using AOCS Ce 1h-05 method. Retain six months of batch-wise trans-fat test reports in the FBO file.
Tea and Coffee Processors
Common issue: Tea blenders, coffee roasters and instant-coffee processors fall under either State or Central Licence based on capacity per Schedule 1, Part III, Sl. No. 8. Tea operators frequently rely on Tea Board registration alone, and coffee operators on Coffee Board registration alone, both of which are sectoral but do not substitute the FSSAI licence. Pesticide residue compliance against the FSS (Contaminants, Toxins and Residues) Regulations 2011 is also a frequent inspection finding.
How we handle it: Obtain the FSSAI licence in addition to Tea Board / Coffee Board registration. Test each batch against the Maximum Residue Limits in the 2011 Contaminants Regulations, especially anthraquinone, monocrotophos and chlorpyrifos for tea, and ochratoxin A for coffee, at NABL-accredited labs. Retain six-monthly residue-monitoring reports for inspection under Section 38.
Spices and Condiments
Common issue: Spice grinders and condiment manufacturers face frequent aflatoxin and pesticide-residue non-compliance findings, particularly on chilli, turmeric and coriander. The FSS (Contaminants) Regulations 2011 fix aflatoxin total at thirty parts per billion and pesticide residue limits aligned to Codex CXS 193-1995. Mis-classification by turnover at the basic registration tier prevents adequate testing infrastructure investment, leading to consignment rejection in export markets including EU's RASFF system.
How we handle it: File for State Licence above twelve lakh turnover and Central Licence above twenty crore. Engage NABL-accredited labs for routine aflatoxin (HPLC), Sudan dyes (LC-MS) and pesticide residue panels. For export, additionally test against EU Regulation 2023/915 maximum levels and US FDA action levels. Implement HACCP at the grinding and packing stages.

Seizure remedyRetail

Retailer challenges seizure under Section 38

Issue: A supermarket's grocery section was subjected to a Food Safety Officer seizure under Section 38 of FSS Act 2006 of 480 packs of a private-label spice product on suspected sub-standard quality. The seizure receipt did not specify the reason and the retention period exceeded the 30-day limit under Section 38(2). The retailer faced shelf-space loss and inventory write-off of ₹6.8 lakh.
Approach: Filed a representation to the Designated Officer under Section 38(3) seeking release of the seized stock for want of Section 38(2) compliance, supported by independent NABL-lab sample test showing the spice met Regulation 2.9 standards. Simultaneously moved an application before the Adjudicating Officer under Section 68 for expedited disposal of the show-cause.
Outcome: Adjudicating Officer ordered release of the seized stock within 14 days; retailer recovered ₹6.8 lakh inventory; private-label supplier QC tightened with batch-wise NABL certificates; future seizures preempted with documentation protocol.
Marketplace complianceE-commerce

E-commerce seller delisted for missing FSSAI number on listing

Issue: A home-baked-goods seller listing on Amazon and Flipkart held a valid Basic Registration but did not display the 14-digit FSSAI number on the product page or on the consumer label. FSSAI Order F.No.15(31)/2020/FoSCoS dated 06-10-2020 mandates marketplace display, and Regulation 2.6.1(8) of Labelling Regulations 2011 mandates label display. The marketplaces issued a delisting notice giving 7 days to comply, which would have wiped out the seasonal pre-Diwali sales window.
Approach: Verified validity of the Basic Registration, drafted compliant label artwork showing the licence number in bold within a rectangular box per Regulation, helped the seller upload the licence PDF to the seller-central FSSAI section, and filed a request to upgrade to State License since projected turnover crossed ₹12 lakh during the festival quarter.
Outcome: Listings restored within 48 hours of label upload; State License granted in 22 days; seller cleared ₹38 lakh festival-season GMV without further interruption.
Voluntary upgradeRetail

Tea retailer below threshold opts for State License voluntarily

Issue: A single-outlet specialty tea retailer with ₹8.5 lakh annual turnover was eligible only for Basic Registration but his B2B buyers — corporate gifting houses and five-star hotels — refused vendor empanelment without a State Licence on internal quality-policy grounds. Regulation 2.1.2 permits voluntary upgrade, but the application is often returned for want of justification of capacity disclosure.
Approach: Filed Form B State License declaring projected annual turnover as ₹15 lakh based on signed letters of intent from corporate buyers, attached the LOIs as Annexure-2 justification, layout plan of the blending and packing area, water test report, and food handler hygiene training certificates from FoSTaC platform.
Outcome: State License granted in 26 days; retailer empanelled with three hotels and two gifting houses generating ₹19 lakh first-year B2B revenue against ₹2,000 annual licence fee.
Multi-outlet structureBakery

Bakery chain consolidates 7 outlets under single State License

Issue: A bakery chain operating seven retail outlets with one central production unit had taken seven separate Basic Registrations. Aggregate PAN turnover of ₹87 lakh placed the entity above Basic threshold. FSS (Licensing) Regulations 2011 permits a single licence covering principal place and additional places under Regulation 2.1.5(2), but multiple Basic Registrations under one PAN is a regulatory irregularity flagged in FSSAI annual audit.
Approach: Surrendered six Basic Registrations under Regulation 2.1.8, filed a fresh State License Form B declaring the central production unit as principal place and all seven retail outlets as additional places, attached layout for each, water test reports for central kitchen, and a consolidated FSMS plan. Coordinated with State Designated Officers across two districts since outlets straddled jurisdiction.
Outcome: Single consolidated State License granted in 44 days; compliance load reduced to one annual Form D-1 instead of seven; licence-fee outflow trimmed to ₹2,000 per year against ₹700 cumulative earlier with cleaner audit trail.

FSSAI FAQ — Karambakkam

Common questions from Karambakkam clients. Call 9566-068-468 for specific queries.

Under Regulation 2.1 of the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulations 2011 there are three tiers — Basic Registration in Form A for petty Food Business Operators (FBOs) with annual turnover up to ₹12 lakh; State Licence in Form B for FBOs with turnover above ₹12 lakh and up to ₹20 crore or specified mid-scale operations; and Central Licence in Form B for FBOs with turnover above ₹20 crore or operating in multiple States, importers/exporters, e-commerce FBOs, 5-star hotels, port/airport/SEZ units and Central Government catering establishments.
Form D-1 is the annual return prescribed under Regulation 2.1.13(1) for every licensed FBO that is engaged in manufacturing or importing of food. It captures category-wise quantity manufactured, sold and exported in the financial year. The due date is 31 May following the close of the financial year.
Yes — we work comfortably in both Tamil and English, which makes explaining FSSAI Registration to Karambakkam clients straightforward. Ask your questions in whichever language you prefer, by call or WhatsApp on 9566-068-468.
Under Regulation 2.1.5(2) any modification of particulars in the licence — change in name, address, food category, partner/director, capacity — must be applied through FoSCoS. Modification involving change of premises or major capacity expansion requires fresh application; minor changes are processed as endorsement after fee payment.
Yes. Each manufacturing premises requires its own licence under Regulation 2.1.4. A single PAN/entity with units in two States must take a Central Licence at the Head Office plus a State Licence for each manufacturing unit in each State, or Central Licence for each unit if multi-state operations are notified.
Karambakkam (PIN 600116) falls under the Saidapet Division, Chennai West commissionerate. Getting the jurisdiction right matters because registrations, filings and notices are routed through the correct office. We confirm and handle the right jurisdiction for every Karambakkam engagement.
Under Regulation 2.1.2 a State Licence is required for FBOs with annual turnover above ₹12 lakh and up to ₹20 crore, or operating units of specified mid-scale capacity — proprietary food and novel food units, dairies up to 50000 LPD, vegetable oil units up to 2 MT/day, meat units between 2-50 large animals or 10-150 small animals or 50-1000 poultry per day, hotels up to 4-star, restaurants/canteens above ₹12 lakh, transporters with up to 100 vehicles, and storage units up to 50000 MT.
Form B with photograph and ID of proprietor/partners/directors, address proof of premises with NoC from owner or lease deed, blueprint/layout plan with dimensions and operation-area marking, list of equipment and machinery with installed capacity, list of food category to be manufactured, water test report from a NABL-accredited lab where water is used as ingredient, Food Safety Management System (FSMS) plan as per Schedule 4 Part II/III/IV/V, source of milk/meat for dairy/meat units, and Form IX nomination of person in-charge for companies.
Yes — 600116 (Karambakkam) is well within our service area. We handle FSSAI Registration for this PIN and the surrounding 600xxx localities routinely, with the full process available online or in person.
Section 58 deals with food which is unsafe but where there is no injury — a penalty up to ₹1 lakh applies. Section 59 escalates the position where unsafe food results in injury — imprisonment up to one year and fine up to ₹3 lakh for non-grievous injury, up to six years and fine up to ₹5 lakh for grievous injury, and imprisonment for a term not less than seven years extendable to life with fine not less than ₹10 lakh where unsafe food causes death.
Section 31 of the Food Safety and Standards Act 2006 mandates that no person shall commence or carry on any food business except under a licence or registration granted under the Act. Sub-section (2) exempts only petty manufacturers carrying on retail or itinerant business from licensing but they must register under sub-section (4). Operating without licence/registration attracts the penalty under Section 63.
We review FSSAI work carefully before submission to avoid errors in the first place. If a genuine issue ever arises on something we filed for a Karambakkam client, we help set it right — standing behind our work is part of the service.
Renewal application filed within 90 days after expiry attracts a late fee of ₹100 per day of delay under the FSS (Licensing and Registration) Amendment Regulations 2021. After 90 days the licence is treated as expired — no renewal is permitted and a fresh application with full fee is required, with intervening operations exposing the FBO to Section 63 penalty.
A Central Licence in Form B is mandatory under Regulation 2.1.3 where annual turnover exceeds ₹20 crore, where the FBO operates in two or more States, for all importers and exporters, all e-commerce food business operators, 5-star and above hotels, units in port, airport or SEZ, all Central Government establishments, dairies above 50000 LPD, vegetable oil units above 2 MT/day, meat units above the State threshold, and any food business notified by the Central Licensing Authority.
School and college canteens, hostel mess and similar institutional caterers fall under Catering — Schedule 1 read with FSS (Safe Food and Balanced Diets for Children in Schools) Regulations 2020. Turnover up to ₹12 lakh — Basic; ₹12 lakh to ₹20 crore — State Licence; multi-state chains or above ₹20 crore — Central Licence. Compliance with Schedule 4 Part V (catering) is mandatory.
Under Section 52 of the FSS Act 2006, any FBO who manufactures or sells food that is substandard (not meeting prescribed standards but not unsafe) is liable to a penalty up to ₹5 lakh imposed by the Adjudicating Officer under Section 68.

From Ramapuram Main Road, Sri Devi Kuppam Main Road, 1st Cross Main Road, 1st Main Road and 1st main road through to 2nd Main Road, 3rd Main Road, 7th Cross Street and Arcot Road, our team covers FSSAI for businesses right across Karambakkam and its main commercial roads.
