Section 28(2) read with the FSS (Food Recall Procedure) Regulations 2017 mandates every FBO who has reason to believe that food processed or distributed by him does not comply with the Act to immediately initiate recall, inform the consumer, the Commissioner of Food Safety and FSSAI through the FoSCoS Recall Module within 24 hours.

Form D-1 is the annual return prescribed under Regulation 2.1.13(1) for every licensed FBO that is engaged in manufacturing or importing of food. Under FSSAI Direction F.No.15(31)2017/E-Comm/RCD dated 2 February 2018 and the FSS (Licensing and Registration) Amendment Regulations 2018, all e-commerce food business operators including aggregators and cloud kitchens with multi-state operations require Central Licence. The platform must also list FSSAI numbers of all listed restaurants on the consumer interface.

Yes — Schedule 4 prescribing Hygienic and Sanitary Practices (HSP) is mandatory for all FBOs. Part I applies to petty FBOs (Basic Registration); Part II to general manufacturing; Part III to milk and milk products; Part IV to meat and meat products; Part V to catering. The Food Safety Management System (FSMS) plan submitted with Form B must demonstrate compliance with the applicable Part.
Section 33 empowers the Commissioner of Food Safety, on health-grounds report, to issue a prohibition order restraining the FBO from carrying on the food business immediately. The order remains until the contravention is remedied and is a serious enforcement step typically following Section 28(2) recall and Section 36 testing.
A Central Licence in Form B is mandatory under Regulation 2.1.3 where annual turnover exceeds ₹20 crore, where the FBO operates in two or more States, for all importers and exporters, all e-commerce food business operators, 5-star and above hotels, units in port, airport or SEZ, all Central Government establishments, dairies above 50000 LPD, vegetable oil units above 2 MT/day, meat units above the State threshold, and any food business notified by the Central Licensing Authority.
Section 22 read with the FSS (Approval for Non-Specified Food and Food Ingredients) Regulations 2017 requires prior product approval before manufacture or import of novel food, food for special dietary use, food with health supplements, nutraceuticals, foods for special medical purposes, irradiated food, GM food and ingredients with no history of safe use. Approval is granted by FSSAI's Scientific Panels before licence endorsement.
