RCMC is issued by Export Promotion Councils, Commodity Boards, FIEO and certain Authorities notified by the DGFT in Appendix 2T of HBP 2023, exercising delegated power under the Foreign Trade (Development and Regulation) Act 1992 and Para 2.55 of FTP 2023 (effective 1-Apr-2023). Around 39 such Authorities are currently notified, covering virtually every export sector — engineering, textiles, marine, agro, leather, chemicals, pharma, gems, plastics, handicrafts, cashew, coffee, tea, spices and the residual FIEO general RCMC for multi-product or unmapped exporters.
Fees are set by each Council and vary widely. FIEO general RCMC is approximately ₹15,000 for a 5-year validity (₹3,000 per year equivalent). EEPC, APEDA, MPEDA, AEPC and PHARMEXCIL fees range between ₹5,000 and ₹25,000 for 5 years depending on the membership category (small / regular / premier). Sector-specific councils additionally levy annual subscription beyond the registration. AEPC (Apparel Export Promotion Council) is the Registering Authority for ready-made garments — knitted (Chapter 61) and woven (Chapter 62) apparel, made-ups (Chapter 63). TEXPROCIL (Cotton Textiles Export Promotion Council) covers fabric, yarn and cotton textile inputs of Chapters 50-60. An apparel exporter takes AEPC RCMC; a fabric exporter takes TEXPROCIL. Rebate of State and Central Taxes and Levies (RoSCTL) is a textile-sector remission scheme notified by Ministry of Textiles for ITC(HS) Chapters 61, 62 and 63. RoSCTL rates are higher than RoDTEP for these chapters and the two schemes are mutually exclusive on each shipping bill. AEPC RCMC is the typical credential for RoSCTL claims. Exporter must elect RoSCTL or RoDTEP on each shipping bill — once flagged, switch is not permitted post-export.

Advance Authorisation under Chapter 4 of FTP 2023 permits duty-free import of inputs physically incorporated in the export product, calculated on Standard Input Output Norms (SION) where notified, or on self-declaration ratified ad hoc. Customs duty, IGST, compensation cess, anti-dumping and safeguard duties are all exempt. Export obligation is value-addition based — typically 15% minimum — with 18-month fulfillment window. Para 4.06 HBP 2023 makes IEC + RCMC compulsory.

Section 8 of FEMA 1999 read with the RBI Master Direction on Export of Goods and Services 2015-16 mandates realisation in convertible foreign exchange within 9 months of export. Non-realisation triggers caution-listing on EDPMS, and continued non-realisation can result in DGFT placing the exporter on the denied entity list, which automatically suspends RCMC. Status Holder applications also fail without clean BRC track-record.
Renewal is filed on the DGFT e-RCMC module before the 31-March of the expiry year. Fee structure is the same as fresh issue. Updated audited financials, current GSTIN status, IEC active confirmation, and any change in product line / address / signatory are submitted. The Authority verifies and re-issues the e-RCMC for the next 5-year block. Renewals filed within 30 days of expiry are usually accepted without break-in-validity penalty.
Letter of Undertaking under Rule 96A of the CGST Rules 2017 (in Form GST RFD-11) permits export of goods or services without payment of IGST. The alternate route under Rule 96 is to pay IGST and claim refund — with the shipping bill itself treated as the refund application. RCMC is not a precondition for LUT but is required to claim FTP-linked benefits on the same shipping bill. Most exporters in Chennai operate LUT + RCMC + RoDTEP simultaneously for clean tax-free export with incentive layer.
